Dowhigh Secures Place on Liverpool City Council’s Highways Planned Works Framework – Lot 1

Supporting Liverpool’s Vision for a Smarter, Greener Road Network

Dowhigh is delighted to announce that we have been officially awarded a place on Lot 1 of Liverpool City Council’s Highways Planned Works Framework, marking a major milestone in our longstanding commitment to delivering high-quality civil engineering and highways services across the Liverpool City Region.

What is the Highways Planned Works Framework?

The Highways Planned Works Framework is a strategic procurement initiative launched by Liverpool City Council to modernise and future-proof the city’s transport infrastructure. The framework is split into two lots:

  • Lot 1: Projects valued up to £1.5 million
  • Lot 2: Projects valued over £1.5 million

Dowhigh has secured a place on Lot 1, giving us the opportunity to tender for a wide range of projects across the city over the lifetime of the framework.

A Smarter Way to Deliver Infrastructure

This multi-supplier framework is designed to streamline the way the Council procures contractors for highways works. Rather than going through time-consuming tender processes for each individual job, the Council can now engage trusted contractors directly through the framework – speeding up delivery, improving consistency, and ensuring value for money.

The scope of works includes:

  • Highway infrastructure improvements and resurfacing
  • Active travel schemes (walking and cycling infrastructure)
  • Sustainable transport upgrades
  • Traffic signal junctions and road safety enhancements
  • Bridge maintenance and structural improvements

Backing Liverpool’s City Plan and Transport Strategy

Liverpool is undergoing a major transformation, with significant investment being channelled into transport and infrastructure. The Council’s City Plan and 2023 Transport Plan both focus on improving accessibility, encouraging active travel, and promoting greener, more sustainable ways to move around the city.

Dowhigh is proud to support this vision and help shape a city where people, not just vehicles, are at the heart of highway design.

“Being awarded a place on this framework is not only a great achievement for Dowhigh, but also a reflection of the quality and commitment we bring to every project,” said Trevor Murray, Director at Dowhigh. “As a local contractor with deep roots in the Liverpool area, we’re excited to contribute to a transport network that works better for residents, businesses, and the environment.”
